Off the Plan Apartments around Baulkham Hills

The council's 2014 exhibition page for the draft Baulkham Hills Town Centre Master Plan says the draft master plan promotes higher density forms of housing and a mixture of employment and retail uses within the Town Centre, and gives an exhibition period of 19 August to 19 September 2014 (read 7 October 2026). The 2019 draft Housing Strategy says the master plan had not yet been adopted by Council as infrastructure issues, predominantly relating to grade separation of Old Northern Road and Windsor Road and a transport interchange near Railway Street, were not resolved. We read nothing newer than that draft, so we do not say what the plan's status is today.

None of these council pages mentions off the plan contracts, so what follows is our inference, not a rule: a plan that is not settled can still shape what is built around a site, and the NSW Government's page says changes to the building plans often occur during construction and that vendors must notify purchasers of changes to a 'material particular'. The NSW page lists this question for a conveyancer or legal representative: what are my rights if construction is delayed or the design is altered? Neither source says anything about a particular site or building, and we do not.
