Off the Plan Apartments in Castle Hill
A rezoned precinct is not a built one. The Hills Shire Council's page on the Castle Hill North Precinct Plan says the Department finalised the Castle Hill North Planning Proposal on 17 July 2020 and that the precinct has now been rezoned; the plan identifies density, character and streetscape typologies to guide future development outcomes. For an off the plan buyer, what the zoning allows and what a contract's documents show for one lot are separate questions.

Off the Plan Apartments around Castle Hill
The council's page (read 7 October 2026) says the development controls for the precinct are contained within The Hills Development Control Plan (Part D Section 20 - Castle Hill North). The council's draft Housing Strategy of October 2019 recorded the Castle Hill North Precinct as nearing finalisation, so the July 2020 date is the council page's own later one. We read no page on what has been built in the precinct and say nothing about it.
None of these council pages mentions off the plan contracts, so what follows is our inference, not a rule: zoning and the controls set what may be built on a site; they do not say what a contract's disclosure statement and draft plan show for one lot. The NSW Government says vendors must attach a disclosure statement and draft documents like a plan, a proposed schedule of finishes and draft by-laws, and must notify purchasers of changes to a 'material particular'. We say nothing about any site in the precinct.
