Off the Plan Apartments in Kellyville

Kellyville has been a growth area for residential housing since the late 1990s, on The Hills Shire Council's own account: its Council Clues sheet says that since then Kellyville and Rouse Hill have been the growth areas for residential housing in the Shire. The sheet says nothing about apartments; the link from a growth area to an off the plan contract is our inference, set out below.

Off the Plan Apartments around Kellyville

The sheet is an undated council fact sheet that cites business figures to June 2020 (read 7 October 2026), so the late 1990s is the sheet's own phrase and its reading is about 2020. It says nothing about apartments, and we make no claim about what has been built in Kellyville since.

None of these council pages mentions off the plan contracts, so what follows is our inference, not a rule: a growth area is a place where much of what is built was not there before, so the plan a contract shows for an unbuilt lot describes a street that is itself changing. The NSW Government's page warns that the finished complex or unit may not be the same as in the original plan, and lists the question: what are my rights if construction is delayed or the design is altered? The council sheet is the only Kellyville statement this page rests on, which is why it is the thinnest of the three suburb pages.
